How to obtain an e-visa (ASAN visa)
Foreigners to travel to Azerbaijan need to obtain an Azerbaijani visa.
Applicants may obtain a standart e-visa within 3 working days.
An urgent e-visa may be obtained within 3 hours any time.
Applicants may get information about and apply for e-visa through www.evisa.gov.az.
As envisioned in the Decree of the President of the Republic of Azerbaijan to boost tourism No 2677, dated February 20, 2017, ASAN Visa windows will be opened at all the checkpoints of the state border with Russian Federation, Republic of Turkey, Islamic Republic of Iran and Georgia for foreigners and stateless persons to obtain visa.

How to Obtain a visa from the Embassy
Announcement
- The Embassy has no authorized office or agency outside its Chancery. All applications are to be submitted to the Embassy. Address: 41, Paschimi Marg, Vasant Vihar, New Delhi – 110057
- The Embassy does not verify e-visas or visas issued by other Azerbaijani diplomatic missions. All details are to be clarified with authority or mission which has issued the visa.
- Applications by mail, including DHL are not accepted for processing.
- Upper limit of duration of stay and numbers of entries of visa is mentioned at the invitation letter issued by the Ministry of Foreign Affairs of the Republic of Azerbaijan. Applicants may mention less duration or entry, but cannot mention more than the Ministrys' approval.

State fee for visa processing is not reimbursed regardless the outcome of processing. Cash payment is not accepted by the Embassy.

1. Entry visas
To obtain a visa for travel to the Republic of Azerbaijan the following documents are to be submitted to the Consular section of the Embassy:
Diplomatic and service type visas:
Entry visas of diplomatic and service type are issued only to foreigners and stateless persons arriving in the Republic of Azerbaijan for official visit, employees of diplomatic representations and consulates of foreign countries in the Republic of Azerbaijan, including employees, administrative and technical staff of the representations of international organizations and their family members, as well as diplomats of foreign missions in the Republic of Azerbaijan. On these visas, the period of stay in the country is defined by validity period of the issued visa.
-Application form (To be filled through eAPPLICATION.MFA.GOV.AZ, hard copies submitted to the Embassy) ;
- Passport or other travel document (a validity period of a passport or other travel document should exceed a validity period of an expected visa at least by 3 months) and copies of their main pages;
- Two color photographs (3x4cm, white background) matching with biometric identification requirements;
-Official note of the country or international organization represented by a foreigner or stateless person or the application of relevant executive authorities of the Republic of Azerbaijan and the abovementioned documents.
Ordinary type visas
Ordinary visas are granted to foreigners traveling to Azerbaijan for business, scientific work, education, employment, culture, sports, humanitarian, medical and private purposes.
- An invitation letter from the Ministry of Foreign Affairs of Azerbaijan (letter is valid only for one month. Invitations are processed in the Consular Department of the Ministry of Foreign Affairs of Azerbaijan);
-Application form (To be filled through eAPPLICATION.MFA.GOV.AZ, hard copies submitted to the Embassy) ;
- Passport or other travel document (a validity period of a passport or other travel document should exceed a validity period of an expected visa at least by 3 months, passport should have at least one un-used page for the visa) and copies of their main pages;
- Two color photographs (3x4cm, white background) matching with biometric identification requirements;
- HIV test certificate (to be obtained from any competent hospital, in English and with validity of 1 month. The Embassy has not authorized any hospital for the certificate. The certificate should cover at least duration of validity of visa);
- A copy of travel ticket;
- A copy of medical insurance certificate (if a host does not undertake to pay for medical services);
- Document (receipt) certifying payment of a state duty for visa issuance
- Application submitted by a party inviting a foreigner and a stateless person to the Republic of Azerbaijan which is approved by an appropriate authority of the executive power,
-a document proving the purpose of an invitation (purpose of visit, duration of stay, category (single entry, multiple entry or transit), permanent address and residence address of applicant in Azerbaijan);
-a notarized copy of a birth certificate, a permission of parents or a legitimate representative and copies of identification documents are required for issuance of visa to foreigners and stateless persons under 18 holders of a passport travelling without his/her parent or a legitimate representative.
If applied through an authorized agent, applicant's notary attested authorization letter and ID copy of authorized person is required;
For persons invited by a non-governmental organizations, a copy of the certificate on state registration is required.
For persons applying for education visa, following documents are required:
- A copy of contract with receiving institution;
-A bank certified document that the person has sufficient funds for boarding, lodging his/her expenses including education in Azerbaijan (when the education is not financed by the country of citizenship or country of permanent residence).
For persons traveling for medical treatment, document certifying that the invited person has any disease to be examined or treated in Azerbaijan is required.
For persons invited by private persons following documents are required:
-copy of receiving person’s ID;
-invitation letter by receiving person;
-bank certified document for all expenses in Azerbaijan.
2. Transit Visa
Transit visa is valid for 30 days, duration of stay is maximum 5 days. To obtain a transit visa the following documents are to be submitted to the Consular section of the Embassy:
- Passport or other travel document (validity period of passport or other border crossing document should be at least 3 months before the expiry date of the visa) and copies of their pages containing personal information and passport details;
-Application form (To be filled through eAPPLICATION.MFA.GOV.AZ, hard copies submitted to the Embassy) ;
-two color photos (3 x 4 cm);
-a document proving purpose of transit pass (duration of stay, single or double entry, permanent address and residence address of applicant in Azerbaijan are to be mentioned);
-copies of the visa (excluding the countries with a visa-free regime to travel to the final destination country);
-the ticket for travelling to the final destination;
-copy of the medical insurance certificate;
- the state fee receipt.
Visa is not required for transit passengers who does not leave the transit hall. The transit passenger has to have necessary documents (airline tickets, visa) entering his/her next destination.
Transit passengers have to use transit hall and have to board next destination flight within 24 hours.
Visa on arrival
Citizens of Kuwait, Saudi Arabia, Oman, Bahrain, Qatar, Japan, Republic of Korea, People's Republic of China, Malaysia, Turkey, Israel and Singapore will be granted visa-on-arrival (30 days valid) visas at the international airports of Azerbaijan.
Changes in the Procedures of Getting Entry Visas by Foreign Citizens and Stateless Persons Upon Arrival in the Republic of Azerbaijan
According to the Decree of the President of the Republic of Azerbaijan No. 326 dated September 13, 2010, foreign citizens and stateless persons upon their arrival in the Republic of Azerbaijan can get entry visas in the visa sections in the international airports of the Republic of Azerbaijan in the following cases:
1. In the cases envisaged in the interstate and intergovernmental treaties of the Republic of Azerbaijan;
2. Persons visiting the Republic of Azerbaijan by the official invitation of the President of the Republic of Azerbaijan, the Prime-Minister of the Republic of Azerbaijan, the Chairman of the Milli Majlis (Parliament) of the Republic of Azerbaijan, the Head of the Administration of the President of the Republic of Azerbaijan, the Head of the Supreme Majlis of the Nakhchivan Autonomous Republic;
3. Persons visiting the Republic of Azerbaijan by the official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, the Chairman of the Supreme Court of the Republic of Azerbaijan, the General Prosecutor of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Chairman of the Central Election Commission of the Republic of Azerbaijan, the heads of the central executive power bodies of the Republic of Azerbaijan, the Chairman (Governor) of the Central Bank of the Republic of Azerbaijan, the Head of Administrative Department of the President of the Republic of Azerbaijan, the Head of Special Medical Service of the President of the Republic of Azerbaijan, the management of the National Olympic Committee of the Republic of Azerbaijan, the Chairman of the Caucasus Muslim Department, heads of the foreign companies operating in the Republic of Azerbaijan in accordance with the international treaties supported by the Republic of Azerbaijan, agreed with the State Migration Service of the Republic of Azerbaijan;
4. Members of the diplomatic, administrative and technical staff of the foreign diplomatic missions, consulates and offices of the international organizations in the Republic of Azerbaijan and their family members, as well as foreign citizens visiting the Republic of Azerbaijan with special diplomatic missions;
5. Persons visiting the Republic of Azerbaijan by the official invitation of the Ministry of Emergencies of the Republic of Azerbaijan to participate in the operations to eliminate the consequences of emergency situations;
6. Persons visiting the Republic of Azerbaijan due to the death of a family member, on the basis of the relevant confirmation documents;
7. In the cases visit to the Republic of Azerbaijan of the citizens of foreign countries where the diplomatic missions and consulates of the Republic of Azerbaijan are not accredited and having direct air connection with the Republic of Azerbaijan.
ATTENTION
The Ministry of Foreign Affairs of the Republic of Azerbaijan would like to remind all nationals of foreign countries wishing to travel to Nagorno-Karabakh and other occupied regions of Azerbaijan that due to continuing occupation by the Armed Forces of the Republic of Armenia, these areas are temporarily out of control of the Republic of Azerbaijan.
Any visit without the consent of the Republic of Azerbaijan to the above-mentioned territories, which are internationally recognized as an integral part of Azerbaijan is considered as a violation of sovereignty and territorial integrity of the Republic of Azerbaijan and principles of international law.
Accordingly, the Ministry calls all foreign nationals to refrain themselves from traveling to the occupied territories in and around the Nagorno-Karabakh region of the Republic of Azerbaijan.
The Ministry would like to remind that those who traveled to the occupied territories without prior permission of the Republic of Azerbaijan will be denied the entry to the Republic of Azerbaijan.
